    A National "As Distinct from Departmental" Film Board, and the Case of Heritage

    Abstract: Heritage was one of the last productions of the Canadian Government Motion Picture Bureau, completed as John Grierson prepared his 1938 report on Canadian government film activities. One of his first undertakings as Government Film Commissioner, the distribution of Heritage involved Grierson's attempts to attract the private sector to publicly funded film and the enlistment of volunteer cultural organizations, including the Canadian Film Committee. The film served Grierson's nationalist interest, but also incorporated issues of interdepartmental relations that shaped his policy proposals leading to the institution of the National Film Board of Canada.

    Résumé: Heritage fus l'une des dernières productions du Canadian Gorvernment Motion Picture Bureau, complétée alors que John Grierson préparait son rapport sur les activités cinématographiques du gouvernement canadien. La distribution de Heritage fus l'une des premières tâches de Grierson en tant que commissaire, ce qui exigea de lui qu'il suscite l'intérêt du secteur privé pour le cinéma financé par le secteur public et qu'il s'assure le concours d'organisations bénévoles comme le Canadian Film Committee. Le film ne servit pas seulement les intérêts nationalistes de Grierson, mais lui permit aussi de comprendre les relations interdépartementales qui allaient donner forme aux principes politiques à partir desquels l'Office nationale du film du Canada sera fondé.
